Update various NPM dependencies:

• WP-Scripts: from 30.16.0 to 31.2.0
• WP-Env: from 9.2.0 to 10.37.0
• Cypress-WP-Utils: from 0.2.0 to 0.6.0
• Others via npm audit fix

How to test the Change

• Build, WP-Env, Cypress verified by running of successful E2E actions
• Run npm ci; npm run watch
• Modify a random JavaScript file, ensure it triggers a build
