[Bug]: Rule based with different scales

What is the bug?

CF Ticket paid support 3280

We need to take care of overlapping scales in a rule based renderer, when warning about duplicated.

Versions, safeguards, checks summary etc

• I have done the step just before in the Lizmap QGIS desktop plugin before opening this ticket. Otherwise, my ticket is not considered valid and might get closed.
