This PR added support for XLS data as output from QGIS server. It by default selects XLSX extension but in the user interface it outputs XLS format which should be converted from XLSX by pandas.
It was created for wfsOutputExtension version 1.8.0. Thus it contains some extra changes resulting from other changes which appeared on higher plugin versions
