Refine the `how to contribute` instructions on Hive Docs and README

Description

• As per the meeting on 2023.09.19, currently the how to contribute instructions on the Hive website and github README are not consistent with each other.
• Also need to incorporate instructions for just the content contributions to the Hive (mostly from internal ACCESS-Hive teams).
• Perhaps, also include instructions about the development branch considered as the staging branch and then merging it into main on a weekly-fortnightly basis.

Why

For enhancing the clarity of steps to follow for contributing to Hive in the form of issues, PRs, or new content on the Hive.

Close Criteria

• Make the how to contribute instructions consistent across all platforms.
• Include instructions on the how to suggest new content on the Hive - perhaps provide a link to the content written in google docs or similar...
• Update instructions to include reference to development branch for start of development/fork and as base for the opened PRs. (Update how to contribute instructions #718)
