Both current 1.69 and beta version 1.70 have errors on Win 11, 24H2

Had LinkBar working well on Windows 11 PC at work, but was laid off. I don't know the Win 11 version. Thank you so much for this program!

Any help in resolving this to get it to work for my set up would be greatly appreciated!

Got a PC for home, on Win 11 25H2.

Get error on every run for Linkbar.exe.
Error is "The operation completed successfully", with an OK. My settings for existing linkbar (just 1!) is not maintained. Just the shortcuts.
But it does load the linkbar, and does overall work to launch program shortcuts (all I use it for).

1.70 Beta does not run at all.
Error:
