[BUG] Python wheels aren't being released to pypi

I think the stubs verification script (cibw_test_command) might be leaving an extra "OpenImageIO" directory in its wake, and it's causing the upload_pypi action to freak out.

Also to note while you're in there: I think the script (when it works) is triggered by any "release". But do we wish to exclude those that are tagged as "pre-releases" such as betas, alphas, or deveoper previews? Maybe we should ensure that the publish to PyPI step is only executed for true releases of supported branches?

Update: I'm still working on getting the intel-mac wheels building and published (see #4855); but for right now, the wheels for other platforms and architectures should be getting published to PyPi once again (via #4886, a temporary hack)

Update2: I've implemented a fix in #4855 which should supersede the recently-merged #4886. Upshot -- wheels are back, baybeeee 😎
