OCIO needs current OCIO build in ci-ocio images

In order to support building latest OCIO with OIIO support enabled in previous years, OCIO would like the corresponding build of OCIO to be included in the image. OCIO is fully namespaced and you can link against two different versions of OCIO.

there was no guidance on this at the TSC meeting. Why don't we leave it as is for now and I'll reach out if we'd like any changes.
