Add support for lossy HTJ2K

I suggest merging this into a new feature branch lossy-htj2k for now, rather than main. That will make it easier to deploy for testing and evaluation.

And I'm not sure what's up with the Bazel build, it doesn't seem to like OpenJPH 0.27.

I pushed a lossy-htj2k branch, see if that works.

@Vertexwahn, can you help decipher what's going wrong with the Bazel build?
