Address inaccurate project details from TAC report #99

TAC (Larry) have helpfully provided a detailed report of inaccurate details in the project's organization details that should be addressed:

Most of these are an easy fix that can be actioned as a single PR.

  • No TSC/leadership list on README
  • Need to set contact for security issues to openqmc-tsc-private@lists.aswf.io in SECURITY
  • tsc/process/security.md is redundant as we already have a SECURITY (same for RELEASE)
  • tsc/charter.md is inconsistent with GOVERNANCE (TSC vs Lead model)

Finally it has been flagged that we have a low attendance rate for our TSC 3/20. I think this is likely due to the existence of tsc/meetings directory on the project containing just 3 calls. This makes it look like we have only had 3 TSC calls, or only recorded attendance for 3 calls.

The above was a misread from myself. That should have been my own attendance of 3/20 to TAC meetings, not TSC. This we will aim to improve on moving forward.

I'd recommend we delete the tsc/meetings directory + clearly document on the README where to go to find the meeting notes on Confluence. https://lf-aswf.atlassian.net/wiki/spaces/OpenQMC/overview

The other note about the Engineering Matrix needing to be updated and time stamped post adoption of the project will need to be resolve independently.
