docs(knowledge): perturbation = deterministic phase (policy mirror, §6)
Mirror of the operator pin: (exponent, location, phase, magnitude) — key-derived except the stored magnitude envelope; lossless for synthesis; analysis remainder escalates per the quorum certificate; coprime-integer phase walk mandated in quantized layers (D-QUANTGATE); helix CurveRuler is the shipped generator.
