chore(docs): regenerate CLI reference for NPU arg additions

Refresh docs/en/cli_reference.md and docs/zh/cli_reference.md to reflect
the cumulative NPU-specific CLI args introduced by the stack
(vLLM DP/EP, Awex, MindSpeed/Megatron VLM, Ray remote launcher,
megatron-bridge guard / bridge_type).
