• Reinstalled the release relayfile-mount binary with npm run relayfile-mount:install:release; local ignored marker confirms bin/.relayfile-mount-version = 0.8.16.

Sequencing:

• This PR is safe to prepare now but should not be activated before the reliability bundle.
• Merge/restart order: DO-NOT-MERGE: Split #132 Slack integration event fix #145 -> DO-NOT-MERGE: Design #147 integration event re-drive #148 -> this bump -> single Pear restart.
• The relayfile server-side #255 enforcement deploy must remain sequenced after that restart, because it removes the OOB drop-guard used while DO-NOT-MERGE: Design #147 integration event re-drive #148 is not active.
