This PR adds two new process types as well as two new harp types (harp types get added automatically whenever someone runs the ./run_all.sh script)
IMAGE_MULTISCALING was prompted by the attached issue
FIX_COLOR_RANGE was prompted by a bunch of assets that I'm seeing that are failing to make it through the upgrader because someone is sending non-enum values in a
DataProcessobject. They are sending "Fix Color Range" which isn't a valid process type option. I'm tracking that down separately but this will be the process that I will ask them to use there.
