[Testing Arch] Set up ecephys spikesorting pipeline in dev Code Ocean environment

The existing dev spikesorting pipeline does not work/ is out of date. We need to create the pipeline in the test environment and update the ecephys job type in dev.

• Clone/re-create production pipeline to dev CO environment. This also involves cloning all downstream capsules to dev environment.
• Update ecephys dev job type to point to the new pipeline
• Ensure that output is as expected. We can run a test dataset through this pipeline to check.
