Automatically merge procedures

Even when the file is named procedures.json we shouldn't assume that the user provided all procedures. Match by object_type and date.

This is temporarily blocked, I want to merge AllenNeuralDynamics/aind-data-schema#1802 before we implement this because right now Injection procedures cannot be disambiguated, which is annoying.
