Frame rate unification

There are multiple ways to calculate frame rate.
Currently COMB calculates it from ophys timestamps.
Simpler approach is to get it from scanimage metadata.

• Confirm (with whom?) scanimage metadata is the ground truth (not simply command frame rate)
• If so, set the frame rate using this information (save to bod.metadata)
