What does your rsync command look like? You shouldn't be trying to sync .~tmp~ directories.

So why does the source have a. tmp file? Use rsync -- list only rsync://rsync.repo.almalinux.org/almalinux/8.10/AppStream/ppc64le/os/repodata/ can be seen

They shouldn't normally exist. They're used for the temporary storage location for --delete-delay and --delay-update parts of the transaction. Sometimes these directories get left with some orphans when rsync fails which is why we suggest excluding them in rsyncs in our rsync instructions.
