Introduces an understanding of the excused attendance state to the always-attend-rule and requred-categories-rule.
Also consolidates the attendance-service a bit by introducing the AttendanceEntryId abstraction in favor of having methods like
GetAttendancesForStudentsInSlot(ScopeId, SlotId, StudentIds[])
