fix: fall back to compiled transaction codes when ResolveCode fails
The version-aware transport extracts transaction codes from device framework JARs (DEX), but stable AIDL interfaces (HAL, frameworks cameraservice, etc.) aren't in those JARs. Now the generated proxy falls back to its compiled constant instead of returning an error. Also adds new submodule names to genversions for future rebuilds, and regenerates bindercli with all new interfaces.
