chore: regenerate bindercli to match current AIDL codegen output

The generated commands_gen.go and registry_gen.go were stale and
referenced struct fields that no longer exist (e.g. forward-declared
parcelables that now generate empty structs). Regenerated via
`go run ./tools/cmd/genbindercli`.
