Groups/recruits not working on Dedicated Server.

Describe the problem

Groups/recruits not working on Dedicated Server.
Cant manage Group menu or control recruits after recruiting street civilians.
Command menu ("~tilde") only shows "Open Inventory" or similar, but no other commands. civilian stays unchanged.

To Reproduce

Steps to reproduce the problem:

1. Start Arma Reforger Dedicated server with Overthrow mod active
2. Join Server
3. press esc -> Group Menu (show only symbol + name and MHz on right side) buttons(r,j,n) not working
4. Try recruiting citizen, gets added to group?, cant give orders with command menu ("~")

Expected behavior

Should be able to manage groups as normal and command groups.
This works on solo (client launched Overthrow-scenario).

Where did the issue occur?

dedicated server.

Additional context

Tested on multiple mod configurations, including "vanilla"(Arma Reforger + Overthrow)

Ya can comfirm. I have this issue as well. This is on a dedicated server. Works fine with singleplayer/local host.
