This is my first stab at making a multi-threading capable minimal runtime, minimal-mt. It is not tested. Please take a look at what I did to ROOT in std/rt/ltsf.ts and see if I broke it, I really don't understand exactly what's happening with it. I'd like to write tests for this once you OK or suggest changes.
It does not currently stylistically pass npm run check; I plan to fix that when I have a final PR.
