Transfer_Issues_by_Label_Workflow (Script v1.0)

• Added support for multiple comma‑separated labels
• Removed Octokit dependencies to run standalone
• Updated methods to comply with the new GitHub API rules
• Improved README links, badges, banner, and overall description

Created workflow script to transfer issues automatically when using certain labels like "Security Risk", "Spam" or the label you chose.
