[BUG] - Injected ISO OOBE & At a Network Enviroment which is restricted connect to GitHub etc...

Description

Simple example as in China Mainland,
People's in there are can't access GitHub without a VPN.

Which when Installing with Injected ISO, OOBE will stuck on "Installing Atlas Toolbox"

Steps to reproduce

1. Block your connection to GitHub and Azure etc...
2. Fresh install with AME Injected ISO
3. Get stucked

Expected behavior

Maybe having stuffs needs to download all inject into ISO or playbook

Actual behavior

STUCKED.

Atlas v0.5.0 for Windows 11 25H2

It will move on after a certain amount of time, this is probably only fixed in the next 0.5.1 release
