ci: remove release and tagging workflows

Never triggered on this fork: they depend on the upstream release
branch and secrets (CREDS_FILE_PASSWORD, DEPLOY_KEY_PASSWORD) that do
not exist here, and the archived create-release/upload-release-asset
actions would need a rewrite anyway if this fork ever ships releases.
