Backport version bumps for js-packages and packages (#47109)

* build: Prerelease version bumps for js-packages and packages

Bump versions and consolidate changelog entries for the following:
- @automattic/babel-plugin-replace-textdomain 1.0.54
- @automattic/charts 0.56.1
- @automattic/i18n-check-webpack-plugin 1.1.33
- @automattic/number-formatters 1.0.17
- @automattic/jetpack-webpack-config 3.7.23
- jetpack-changelogger 6.0.14

Also adds force-a-release changelog entries for boost-score-api,
jitm, and post-list.
