APIM-CLI 1.3.8

• Fixed: CLI does not realize changed policy when updating an API (#179)
• Fixed: vhost="" no longer creates a new API each time (#169)
• Fixed: apim api publish no longer resets API VHost to configured Default virtual host (#170)
• Added: Trailing slash added to given backendBasepath (#178)
