Describe the bug

The 'Markers' layer button is always enabled on load, even when the layer isn't.
If you save a .MAP file with Markers layer enabled, the button is on, and the markers show on load.
If you save a .MAP file with Markers layer disabled, the button is also on, but the markers do not show on load.

Steps to reproduce

1. Save .map file with 'markers' layer off
2. Load the .map file
3. See the 'markers' button on, even though the layer is off.

Expected behavior

If the Markers layer is disabled in the .map file, the button should be 'off' as well.
