Submap/Transform not working (Creates Blank Map)

Submap/Transform creates a blank (only water) map
This specific file refuses to do submap or transform. When I do so, it creates a blank map that says it has burgs + rivers etc. when moving the mouse around, but nothing appears.

Steps to reproduce

1. Load file
2. Try either Submap or Transform
3. Should get only water

Expected behavior
When tested on other maps, Submap/Transform both work fine + do what's expected

Works for me, probably your map has some issue.

the map file I shared still has the same issue. Turning on and off different layers shows the outline of the map, but it doesn't change in the ways I requested it to (upping cell count, shifting or mirroring, etc). Is there a way to fix this?
