chore(docs): Sequencer and Prover Guide (#13433)

# Reorganize Documentation Structure for Aztec Network

This PR reorganizes the documentation structure by:

- Renaming the `run_node` directory to `the_aztec_network` to better
reflect its content
- Adding a comprehensive CLI reference for the `aztec start` command
- Enhancing the sequencer and prover node setup guides with detailed
configuration examples
- Adding a useful commands guide for node operators
- Removing outdated draft documents and scripts that have been
superseded by the new guides
- Updating the governance documentation with clearer instructions for
sequencers on how to signal for upgrades

The changes maintain all the essential information while providing a
more structured and user-friendly documentation experience for node
operators.
