Purpose

• This pull request primarily updates the default behavior for managed identities in the infrastructure configuration and removes some custom identity configuration from the Event Grid System Topic module. It also simplifies the web application settings by removing enforced security defaults from the configuration logic. Additionally, several template hash values are updated as a result of these changes.
