[Improvement/Bug] Resource name length

Hi, team! I was trying to deploy this template but i continued to recieve the following error message:

Steps to reproduce the behavior:

1. Go to 'azd init -t ...'
2. 'azd up'
3. See error

The general way to remove those errors is to find the Azure resource with the naming restriction, and then use take() from Bicep in order to restrict the length of the resource to only what will fit. A PR would be great!
