Polish: give automation-rules playbook a friendly display name

Add a PlaybookName parameter (defaultValue "Microsoft Active Directory
Tier Model - Automation Rules") to the automation-rules azuredeploy.json.
The V3 packaging tool uses PlaybookName for the playbook content item's
displayName; without it the tool fell back to the folder name
("MicrosoftADTierModelAutomationRules"). Repackaged so mainTemplate.json
reflects the friendly name. Version held at 3.0.0.

Validated: ARM-TTK 48 passed, full suite 14 passed / 0 real failures
(only the pre-merge logo-on-master hyperlink notice). The parameter is
unused by resources and does not change what deploys - the same 5
automation rules are created.
