[GitHub Advanced Security Alerts] - create v2 connector which supports Log Analytics CLv2

Change(s):

• Adding GithubWebhookV2 connector which uses a CLv2 table
  • this connector will remain private preview until tested and certified in the marketplace; after which it will be public preview.

Reason for Change(s):

• CLv1 will be deprecated and this is the path forward for this connector for continued support.

Testing Completed:

• Local testing and deployment to Azure Function
• Tested Website Package deployment E2E with Sentinel Connector from this branch

Checked that the validations are passing and have addressed any issues that are present:

This PR will not cover the existing workbook and analytic rules to use the new table. This will be addressed after the private preview connector is verified. Do not want to risk breaking the existing GA content.
