This PR updates the Azure Automation API version from the preview version 2023-05-15-preview to the generally available version 2024-10-23 across all runtime environment commands. Additionally, it raises the minimum required Azure CLI core version from 2.55.0 to 2.75.0.

@yonzhan I have made some changes to fix the CI issue identified. Is there a way for me to run the CI pipeline? Things were working locally at my end but not working in the CI, every fix I am doing and the next issue comes up in the CI but works perfectly in my local. |
