Missing --tags argument on az sql server create

az sql server create does not include a --tags argument.

Our subscriptions have a "Deny" Azure Policy that prevents resources from being created without tags. Because of the missing --tags argument, we are unable to deploy an Azure SQL Server via Az CLI as it does not comply with our Policy.
