Update documentation to mention if all commands can only be executed by a Global Adminstrator or specific AD assigned role

Is it possible to update documentation to mention if all commands can only be executed by a Global Adminstrator if that is indeed the case as documentation lacks clarity?

Supporting information: commands executed in local machine using powershell and az cli. Connected to Azure using az login / Connect-AzureAD results in 403 Forbidden error
