Azure CLI - Block Capacity Reservation

Introduce support for Block Capacity Reservations in Azure CLI to enable customers to reserve GPU capacity for fixed-duration workloads such as training and inferencing. This enhancement includes new parameters for specifying reservation type (Block) and scheduling details (start, end) in the az capacity reservation and az capacity reservation group commands. The feature aligns with similar capabilities in PowerShell and supports predictable resource availability for time-bound scenarios.
