[Task] Author-once / replay-both harness (CLI + PS)

Drive one authored scenario through both CLI (ExtensionDispatcher) and the PS module against one shared recording (both resolve to the same IProcessor).

• One scenario + one recording validates both surfaces.
• api-version/byte parity confirmed (or divergence documented with fallback).
• No per-surface recording duplication.
