[Appconfig] BREAKING CHANGE:
az appconfig kv export: Update the AZURE_APPCONFIG_FM_COMPATIBLE environment variable to default to False. This is a breaking change when exporting feature flags to a file. All feature flags will be exported using the microsoft feature management schemaThis checklist is used to make sure that common guidelines for a pull request are followed.
