Pull Request Overview
This PR fixes an issue with the az appconfig kv export command where keys were not being properly escaped when exporting to properties file format. The fix ensures that only keys are escaped using the javaproperties library's escape function, while values remain unescaped.
- Replaces the javaproperties.dump() method with manual key-value formatting
- Applies escaping only to keys when writing to properties files
