Pull Request Overview
This PR adds cross-region support for East US 3 by establishing a secondary region mapping to West US 3. This enables backup redundancy and disaster recovery capabilities for resources in the East US 3 region.
- Adds "eastus3": "westus3" mapping to the cross-region pairing dictionary
