As ExpressRoute gateway supports auto-assigned IP, public ip address should no longer be required in vnet-gateway create. Currently, if public ip address argument is missing, ip configuration is not being created. The change in this PR enables creation of a single IpConfiguration object with only subnet reference when public ip address is not passed by the customer.
