[Monitor] Fix --action parameter help text rendering in documentation

Description
The --action parameter help text contained literal \n\n escape sequences instead of actual newlines, causing Microsoft Learn documentation to render it as raw source code (see screenshot in linked issue).

Changes:

• Converted multi-line triple-quoted strings with escape sequences to concatenated single-line strings in action_groups.py
• Applied fix to ActionGroupCreate, ActionGroupUpdate, and ActionGroupTestNotificationCreate classes
• Fixed typo: arguements → arguments
