`azd monitor --overview` fails for `todo-csharp-sql-swa-func` : no Application Insights dashboard found

Describe the issue:
Running azd monitor --overview for todo-csharp-sql-swa-func fails with: ERROR: no Application Insights dashboard found: required resource not configured. See the image below for details:

Repro Steps:

1. Run azd init -t todo-csharp-sql-swa-func.
2. Run azd up.
3. Run azd monitor --overview.

Environment:

• Template: todo-csharp-sql-swa-func.
• Azd version: azd version 1.24.0-daily.6161386 (commit 910ec77) (daily).
• OS: Windows and Codespace.
• Branch: Main.

Expected behavior:
azd monitor --overview should open an overview of monitoring resources .

This template doesn't provision an App Insights dashboard, so azd monitor --overview correctly errors. This is a template gap, not an azd bug. Filing in the template repo would be the right path. Closing — reopen if you disagree.
