Add C# emitter config for SerialConsole management SDK

Purpose

Add C# management-plane SDK emitter configuration for Microsoft.SerialConsole so Azure.ResourceManager.SerialConsole can be generated from TypeSpec.

Changes

• Enables the C# management emitter with namespace Azure.ResourceManager.SerialConsole.
• Uses the standard management SDK output path {output-dir}/{service-dir}/{namespace}.

Validation

• Generated Azure.ResourceManager.SerialConsole locally.
• Built generated SDK successfully.
• Exported public API successfully.
• Ran management naming rules with no violations.
