Remove auto_update configuration from 10 azure-mgmt-* packages (#46919)

* Remove auto_update configuration from azure-mgmt-* packages

Clears the obsolete auto_update setting for 10 azure-mgmt-* packages: app, appplatform, batch, hanaonazure, media, mixedreality, neonpostgres, playwrighttesting, resourcegraph, videoanalyzer.

* Revert auto_update removal for deprecated packages
