Remove self from code owners

• Removed instances of myself from the Codeowners file.
• Tracing plugins don't see much action and can be absorbed by the sdk/core code owners.
• The Monitor Ingestion AzureSdkOwners label was removed. It still has code owners denoted by the GitHub group.
