Emit azure-ai-projects Python SDK from TypeSpec using latest commit on feature/foundry-release branch.

TypeSpec source: Azure/azure-rest-api-specs@e67cdc6

Removed optimization candidate methods (list_optimization_candidates, get_optimization_candidate, get_optimization_candidate_config, get_optimization_candidate_results, get_candidate_file, promote_candidate)
Changed TimerRoutineTrigger.at format from rfc3339 to unix-timestamp
Applied post-emitter-fixes.cmd (enum name corrections, Sphinx docstring fixes, black formatting)
