Enable Entra ID for cloud evals, add testing support

Just double check on excluding the test directory from the asset. I think https://github.com/Azure/azureml-assets/blob/main/assets/evaluation_on_cloud/environments/evaluations-built-in/environment.yaml indicates that we should be good. But maybe double check how others have done it?
